Institutional reform further deepened
In March 2015, the "Opinions on Further Deepening the Reform of the Power System" was issued and a new era of electricity reform was opened. Four relevant supporting documents were issued successively. In fact, the sale of electricity-side reform is the biggest highlight of this round of electricity reform. The core of the electricity reform is to let go of the competition between the power generation terminal and the sales terminal to form a market-oriented pricing mechanism. In particular, the liberalization of the sale of electricity has a profound impact on the power industry, which is conducive to the marketization of electricity generation and the marketization of electricity prices.
The mixed ownership reform in the power industry and the power system reform are intertwined. The policy of "opening up competitive businesses" has drawn great attention from the enterprises. In 2014, the State Grid Corporation announced that it will release two major areas of distributed power grid-connected projects and electric vehicle charging and switching facilities. In 2015, at the NDRC symposium on pilot reform of mixed ownership reform in power industry, State Grid further proposed the proposal of introducing social investment in the project of pumped storage power station and energy storage device. In contrast, China Southern Power Grid Company took the lead in setting up a mixed-ownership power supply company in the field of incremental power distribution.
