5. The main qualifications that applicants should have:

5.3 Other conditions:

5.3.1 Has the ability to independently conclude contracts;

5.3.2 Enterprises that are not in the state of being ordered to suspend business, bids cancelled or assets taken over, frozen, and bankrupted;

5.3.3 The company has not been suspended from bidding due to fraudulent bid winning or serious breach of contract or illegal employment, wages arrears of workers, and major project quality, safety production accidents and other illegal and irregular issues;

5.3.4 The company has safe production and installation conditions and obtains a safety production license;

5.3.5 The project leader must meet one of the following conditions:

a. The project leader is not under construction after the change.

b. The person in charge of the project has no construction in progress after the change, and: the original contract period is full and the date of change of the record has reached 6 months; or, the non-contractor has caused the project to be suspended for more than 120 days and has been constructed. The unit agrees and has gone through the change procedure of the project leader.

c. The person in charge of the project has a construction in progress, but the project under construction belongs to the same project, the approval of the same project, and sub-contracted or phased construction of the same construction site.

5.3.6 The bidder's authorized principal and proposed project leader must be the unit's personnel, and can provide the social endowment insurance certificate that the unit pays for within the last six months (any month).
