I. Tender conditions

The construction project of this project has fulfilled relevant approval and filing procedures as required. The funds have been implemented and the conditions for tendering have been met.

II. Overview and scope of tender

The Changning Main Line project is mainly to construct a gas transmission pipeline with a length of 120km from Xingwen County of Yibin to DN800 of Naxi, Luzhou, including 5 dewatering stations of Ning209 Dehydration Station, 5 dewatering stations of Dam and Xinchang, and a measurement station of Naxi West Station. . The total number of pipelines required for anticorrosion processing in the project of the project for the Changning Shale Gas Field Gas Transmission Project is 113.94 kilometers. The technical route and process method used in the project are mature and reliable; the anti-corrosion layer technical specification (three-layer structure polyethylene anticorrosion layer technical specification, three-layer structure polyethylene anticorrosion layer data 01-01A-20161220) has been determined.

The scope of the tender is as follows: The anti-corrosion prefabrication of pipelines for the construction project of the Changning Shale Gas Field Gas Transmission Main Line Project is a three-layer structure polyethylene anticorrosion layer, and a total of approximately 113.94 kilometers of anticorrosive processed pipelines are required. The tender will be divided into two packages: about 38.67 kilometers from the pipe and about 75.263 kilometers from the second coil. See the list for details. Anti-corrosion work includes covering all the processes of three-layer polyethylene (PE) anti-corrosion, as well as pipeline pretreatment, processing of the groove, spraying anti-corrosion marks, pipeline loading and unloading in the factory, and stacking.

III. Bidder qualification requirements

*3.1 This tender does not accept agency bids, nor does it accept consortium bids. *3.2 Bidder Qualification Requirements *3.2.1 The Bidder must have an independent corporate legal person qualification and a valid business license, organization code certificate, tax registration certificate (the bidder who implements the "Three Certificates Joint One" reform, and does not need to provide an independent organization. The code certificate and tax registration certificate only need to provide the business license for loading the uniform credit code.) *3.2.2 The Bidder shall have the "People's Republic of China Special Equipment Manufacturing Permit (Pipeline Components)" promulgated by the General Administration of Quality Supervision, Inspection and Quarantine. The Grade shall be AX-class permit for pipes for anti-corrosion pressure piping (coating coating). Qualifications and above, and have corresponding construction capabilities in terms of personnel, equipment, and funds. *3.2.3 Bidders must have ISO9001 management system certification. *3.3 Other requirements of bidders* 3.3.1 Financial requirements: The bidder has been in good financial condition for the past two years (2014, 2015), normal ability to pay, and no lawsuit affecting ability to pay. Among them: In 2014 and 2015, financial accounting statements audited by accounting firms or auditing agencies should be attached, including copies of balance sheets, cash flow statements, income statements, and financial statement of affairs. *3.3.2 Personnel requirements *3.3.2.1 Technical person in charge: Intermediate or above professional titles in corrosion protection engineering, ground construction or oil and gas storage and transport. *3.3.2.2 Full-time safety staff: Equipped with at least one full-time safety officer and qualified safety production evaluation certificate. *3.3.2.3 full-time quality staff: equipped with at least one full-time quality staff. *3.3.3 Processing capacity: The bidder shall have a fixed three-layer PE anti-corrosion production workshop and a light pipe and anti-corrosion pipe stacking site (provide supporting information such as photos). *3.3.4 Bidder's performance requires the bidder to accumulate not less than 500km of oil and gas pipeline corrosion performance in the past 3 years (2013, 2014, 2015). It is necessary to provide a copy of the bid notification contract or the contract agreement (if it is a frame project contract to provide a single project power of attorney), engineering acceptance certificate (project completion certificate) or other certification materials. *3.3.5 Credit requirements*3.3.5.1 The Bidder did not have any unlawful or irregular records in its production and business activities in the past two years (2014, 2015); the state, the tenderee and the higher authorities were not expressly required to suspend or cancel the transaction qualification. *3.3.5.2 The bidder was not suspended, property was taken over, frozen, or bankrupted. *3.3.5.3 Bidders do not have other restrictions stipulated by laws and administrative regulations. The clause with “*” in the bidding documents is the key clause. If it is not satisfied, the bid will be rejected.
